Like the normal crossbow, it may be used at up to 4 tiles of distance from the target. A crossbow with crossbow bolts has the potential to hit higher than a longbow with bronze arrows, and may possibly be comparable to a longbow with iron arrows. This would make it the hardest-hitting ranged weapon in free-to-play. A crossbow with Pearl bolts may be comparable to a bow with mithril arrows.[1][2]
Accessing the Phoenix Gangs Weapons Store requires a key to unlock the outside door, and it can only be obtained from a Phoenix Gang member. This key unlocks a door to a building in south east Varrock, just east of the gang hideout. Inside there is a ladder that leads upstairs to the crossbows, which are guarded by a single level 25 Weaponsmaster[sic].
If the player is a Black Arm Gang member or is unaffiliated with either of the two Varrock gangs, the NPC will attack when attempting to pick up a Crossbow. After the Weaponsmaster is defeated, the Pheonix Crossbow may be picked up freely until it respawns. In the case that the player has joined the Phoenix Gang, they will be unable to attack the NPC.[3] When attempted, a message is displayed above the player's head: Nope, I'm not going to attack a fellow gang member
