The Khazard cell keys are used to complete the Fight Arena quest. They are obtained after giving the lazy guard in the south-east room some khali brew. This then unlocks the door to the cell that holds Jeremy Servil prisoner.

Unlocking the gate players get the following message: "To unlock the gate, left click on it"
