Helemos is a NPC located in the Hero's Guild. He owns a shop that sells the dragon axe to players for 200,000 coins. Wielding this axe requires level 60 Attack and completion of Hero's Quest.
Other than trading with other players, Helemos is the only source of dragon axes in the entire game - no monsters drop the dragon axe.
